It converts phrase by phrase before character by character, so one-to-many characters such as 发 (發 or 髮) are chosen from the surrounding words, and the Taiwan option also swaps mainland words for Taiwanese ones. Its output matched the reference OpenCC implementation on about 10,000 strings in all eight modes. Runs 100% locally in your browser with zero server file uploads.

Result
Uses OpenCC, the open-source converter most Chinese software relies on. Taiwan words also changes the vocabulary (软件 → 軟體, 视频 → 影片); characters only changes the script and keeps the words. One Simplified character can stand for several Traditional ones (发 → 發 or 髮), which OpenCC decides from the surrounding words, so check names and rare terms. The text stays in your browser.
Words that change between regions
Mainland and Taiwanese Chinese use different words for many everyday things: 软件 and 軟體 (software), 视频 and 影片 (video), 信息 and 資訊 (information), 打印 and 列印 (print), 鼠标 and 滑鼠 (mouse). The Taiwan words option converts these as well as the characters.

One character, several meanings
Simplification merged some characters: 发 stands for both 發 (to send) and 髮 (hair), 后 for 后 (queen) and 後 (after), 面 for 面 (face) and 麵 (noodles). Converting to Traditional has to choose, which OpenCC does from the surrounding words; converting back to Simplified never has this problem.

What is the difference between Taiwan words and Taiwan characters only?

Choose the Hong Kong variant: it uses the character forms common in Hong Kong, such as 着 written 着 rather than 著.
