Use the distance between consecutive footfalls. A full two-step stride is twice this length. For a better estimate, divide a measured walking distance by the number of steps.
Height-based step lengths use approximate factors of 0.413 for women and 0.415 for men. Gait and terrain change the result. Step-length model
Step length and distance

Distance in kilometres = steps × step length in centimetres / 100,000. One mile is 1.609344 km. Measured step length is preferable when gait differs from the height estimate.
Using the estimate
Step length changes with pace, terrain and mobility. This is a distance estimate for ordinary walking, not a GPS measurement. The height model is a starting assumption; measured walking steps give a more personal value.
