The photo is turned grey, then lightened by a blurred negative of itself (a colour-dodge blend), so flat areas become paper-white and edges stay as pencil-like strokes. Softer strokes come from a wider blur; darkness deepens them. Portraits and buildings with clear edges work best.
How the effect works
Colour dodge divides the bottom layer by the inverse of the top layer. With a grey image underneath and its blurred negative on top, the two almost match in flat areas, which pushes them to white; at an edge the blur smears the negative, so the division leaves a dark stroke whose width follows the blur.
