Choosing the format and position
Page X of Y suits anything printed and handed around, because a missing sheet shows immediately; contracts and statements often use it for that reason. A plain number at the bottom centre is the convention for reports and books. At 9–11 points the number reads clearly without competing with body text.
Numbers sit 20 points, about 7 mm, from the page edge. Most printers can print that close, but some leave a wider unprintable border, so print one test page before a large run.
Covers and existing numbers
Every page is numbered, starting at 1 on the first. To leave a cover unnumbered, split the cover off, number the remaining pages, and merge the two back together; the body then starts at 1 and the total counts only the body.
Check the document does not already carry numbers from the program that made it, or the pages end up with two. A page that has been turned with a rotation setting is numbered relative to its unrotated edges, so the number can land along a side.
