Leap years and anniversaries
Gregorian leap years are divisible by four, except century years unless divisible by 400. This is why 2000 had 29 February and 1900 did not. https://aa.usno.navy.mil/faq/calendars
The 28 February and 1 March options are celebration conventions, not a determination of legal age.

Calendar-day distance excludes today and includes the next birthday; a birthday today has a distance of zero. Age turning equals the birthday year minus the birth year. The five-row list begins with the selected next birthday, including today if applicable.
