JPG to PDF
Turn JPG and PNG images into a single PDF, one image per page, without an upload.
JPG to PDF: TOEA embeds each image without re-encoding it and gives it a page, either fitted onto A4 with a margin or on a page cut exactly to the image's own pixel size. Runs 100% locally in your browser with zero server file uploads.

How images map to pages
With the exact-size option, one image pixel becomes one PDF point, which is 1/72 of an inch. A 3000-pixel-wide phone photo therefore makes a page over 41 inches wide: fine on screen, but printers scale it down to fit the paper. The A4 option keeps a half-inch margin and never enlarges an image, so a small image sits at its own size in the middle of the page rather than being stretched to fill it.
Size, orientation, and hidden data
Because the images are embedded as they are, the PDF weighs about the same as all the images together; a dozen phone photos can make a 40 MB file. Shrink them first with the image resizer or image compressor when the PDF has to be emailed.
Embedding as-is also brings along what the JPG carries, including any GPS location in its EXIF data, so strip that with remove EXIF before sending photos of your home or documents. A phone photo that relies on an orientation flag can appear sideways in the PDF; turn those pages afterwards with rotate PDF.
How to use it
- Choose one or more JPG or PNG images.
- Pick whether pages are A4 or match each image.
- Build and download the PDF.
Privacy & limitations
The file is opened and rewritten in your browser and never uploaded, which is the point when the document is a contract, a scan, or anything else you would not hand to a stranger. Images are embedded as-is, so no quality is lost to a second compression pass.

Frequently asked questions
Which page size should I choose?
A4 suits anything meant for printing. Matching the image exactly suits screenshots and scans, where a margin would just add whitespace.
How is the page order decided?
Images appear in the order shown in the list, which is the order you added them.
Does it re-compress my images?
No. JPG and PNG data is embedded directly, so the result is as sharp as the source.
Can I use HEIC or WebP?
Not directly — PDF supports JPEG and PNG. Convert first with the HEIC to JPG or WebP to PNG tools.
