How strong is strong enough

Strength comes from the number of possible passwords. With all 94 printable characters available, each character adds about 6.5 bits, so 16 characters give about 105 bits and 20 characters about 131; beyond 80 bits, guessing is out of reach for any attacker. Length adds more than symbols do, which is why a longer password of letters and digits can beat a short one full of punctuation.

When a site rejects the password

Some sites cap the length or refuse certain symbols. Turn off the symbol group or shorten the password and generate again, rather than editing the result by hand, which makes it less random. Store every password in a password manager, and turn on two-factor authentication or passkeys where the site offers them; a strong password does not help if it is reused elsewhere.
