GIF or video?
GIF dates from 1987: each frame holds at most 256 colours and is compressed on its own, so animations get large quickly. Video codecs store only what changes between frames, which is why a converted clip is usually far smaller.
To go the other way, use video to GIF; to check a video's codec and size, use video info.
Using the video like a GIF
On a web page, a video can play like a GIF with the autoplay, loop, muted, and playsinline attributes; browsers only autoplay videos without sound.
