The browser will ask for permission the first time. The picture stays on your device; nothing is recorded or sent anywhere.
Why the test stops at 1080p
The page asks the camera for 1920 × 1080, so a 4K webcam reports 1080p here even though it can do more. For calls that is rarely a limit: most video-call services send 720p or less and scale further down when the connection is weak, so light and a steady frame rate matter more to how you look than the camera's top resolution.
USB ports and the default camera
At high resolutions a webcam sends a lot of data. On a busy USB hub, a long extension cable, or a port shared with a capture card, it may fall back to a lower resolution or frame rate than it manages when plugged straight into the computer. If the measured rate improves on a different port, the port was the limit.
With several cameras attached, Chrome and Edge remember a default per site under the camera icon in the address bar and in the browser's site settings, which also decides which camera call sites open first.

The browser did not ask for permission and nothing happens.
Permission was probably refused earlier. Click the camera icon in the address bar, allow the camera for this site, and start again.
The picture is black or frozen.
Another application often holds the camera; video-call apps do this even when minimised. Close them and start again. A physical privacy shutter is the other usual cause.
Why is the resolution lower than the camera's rating?
The browser negotiates a size the camera can deliver at a steady rate, and many cameras offer their full resolution only at low frame rates or in the maker's own software.
Reported and measured frame rates differ. Which is right?
The measured one is what you are getting. A reported 30 with a measured 15 usually means poor light, since cameras lengthen the exposure in the dark.
