Why do websites give different dates?

The sun enters each sign at a different time each year, and some sources round differently, so the first and last day of each sign can differ by one.

What does on the cusp mean?

Born within a day of the change between two signs; an astrologer would check the sun's exact position at your time and place of birth.

Are these the same as the constellations?

No: the signs are fixed to the seasons, while the constellations have drifted by about a month over two thousand years because of the precession of Earth's axis.
