Screen mixing is not paint
The mixer averages red, green, and blue light values, not pigments. Blue #0000FF and yellow #FFFF00 at 50% give gray #808080 rather than the green a paint box would. Averaging in sRGB also tends to make midpoints between saturated colors duller and darker than the two ends. CSS gives the same result with color-mix(in srgb, #FF6B35, #2563EB 50%), while other color spaces in that function, such as oklch, usually give brighter midpoints.
Working out a transparent overlay
A layer with opacity shows a blend of itself and what is behind it, which is the same arithmetic. Put the background first, the overlay second, and its opacity as the weight: white text at 70% opacity on #1E293B shows as the mix at 70% white. That solid result is the color to use where transparency is not available, and the one to test in the contrast checker.
