What restructuring does
Beyond removing whitespace, the minifier shortens values (#ffffff to #fff, 0px to 0) and merges rules. Two selectors with identical declarations are combined into one rule, and declarations can move between rules when the cascade allows it. The output therefore does not follow your source's order, and searching it for a selector may find it grouped with others. To read the result, expand it with the CSS formatter.
License comments stay
Ordinary comments are removed, but a comment that starts with /*! is kept. That is the convention libraries use for copyright and license notices that must travel with the code, so put such notices in that form and the minified file stays compliant.
Minification also removes the link between output and source. Browser developer tools map minified CSS back to the original only through a source map, which build tools produce and this page does not, so keep the readable file as the one you edit.
